Prior to entering the doctoral program, Combs directed an outcome evaluation at a therapeutic program, was a women's reproductive health counselor and worked in monitoring and evaluation of contraceptive research projects. Combs completed an MSW at the University of Alabama and an MS in public health in the Department of Maternal and Child Health at the University of North Carolina at Chapel Hill. Combs graduated from Auburn University with a BA in social work and a minor in Spanish.
